1914—July 28th: The first World War between the Allies (Britain/France/Russia) and the Central Powers (Germany/Austria-Hungary/Italy) begins.1917—March 10th: James Buchanan “Bucky” Barnes is born as the eldest child of four in Brooklyn, New York.April 6th: The U.S. enters WWI and joins the Allies.1918—July 4th: Steven Grant Rogers is born as an only child.November 11th: End of WWI.1930—January 10th: Abraham Erskine begins developing the Super Soldier Serum while working in a German university.September 15th: Barnes meets Rogers and the two become best friends.1931—February 14th: A key ingredient of the serum is delivered to HYDRA.1933—Johann Schmidt begins searching for the Tesseract.1935—September 14th: Erksine attempts to leave Germany and is kidnapped by Schmidt at the German/Swiss border.1936—Rogers' mother passes away from tuberculosis and Barnes offers he move in with his family.August 18th: Alexander Pierce is born.1937—Barnes reads The Hobbit for the first time.The Red Room begins training Dottie Underwood and other girls in the Soviet Union to become master assassins.1939—September 1st: War is declared on Nazi Germany by France and Britain after the invasion of Poland.September 30th: Howard Stark founded Stark Industries.1940—February 2nd: An attempt on Howard Stark’s life is made by HYDRA assassins after he demonstrates the properties of vibranium found by Stark Industries researchers in Africa.November 11th: At Castle Kaufmann in the Bavarian Alps, Erskine injects Schmidt with a prototype version of the serum, although it lacks radioactive exposure, and causes his skin to burn away.November 13th: Erskine is rescued by Peggy Carter and taken to the SSR to aid Stark in making an American Super Soldier.1941—December 7th: The U.S. officially joins World War II after the attack on Pearl Harbor. Rogers and Barnes learn the news during art class, and over the next two weeks Barnes trains Rogers at Goldie’s Boxing Gym.December 24th: They visit the U.S. Recruiting and Induction Center in New York where Rogers is rejected from service and Barnes’ enlistment is accepted into the U.S. Army. He earns the rank of Sergeant and undergoes sniper training during the winter at Camp McCoy, Wisconsin, along with the rest of the 107th Infantry Regiment.1942—March 9th: Schmidt brings the Tesseract from Tønsberg, Norway, to HYDRA Headquarters in the Alps.1943—June 14th: Barnes sets up a blind double-date night with Rogers, Connie, and Bonnie at the Stark Expo in Queens before being shipped out the next morning with the 107th for England. Rogers wanders off and attempts re-enlisting in a nearby office, catching Erskine’s attention who offers him to join the U.S. Army through Project Rebirth.June 15th: At Camp Lehigh, New Jersey, Rogers and several other volunteers begin their training under the supervision of Erskine, Peggy Carter, and Colonel Chester Phillips.June 22nd: With Erskine’s serum and Stark’s Vita Radiation technology, Rogers is transformed into a Super Soldier. Erskine is assassinated on site by a HYDRA operative that Rogers chases down. Knowing that the only hope to recreate Erskine’s formula is locked in Roger’s genetic code, the U.S. government take blood, as the last remnants of the serum remain in Roger’s DNA. Of the twelve vials of Roger’s blood; eleven are kept by the U.S. Government, and one by Howard Stark.October: Barnes’ unit (including Dum Dum Dugan and Gabe Jones) are captured by HYDRA while serving on the Italian Front at Azzano during WWII. They are taken as Prisoners of War and sent to work at a weapon facility in Austria. There, Barnes meets other Allied PoWs: Jacques Dernier and James Montgomery Falsworth. During his imprisonment, Barnes is viciously beaten by Colonel Lohmer for failing to work efficiently, but an “accident” is organized between the prisoners resulting in Lohmer’s death. Barnes and his friends are forced to work on parts of the Valkyrie, a gigantic super-bomber, which HYDRA plans on using to win the war. Barnes becomes too weak to continue and is taken to serve as a test subject for Arnim Zola’s experiments. He receives a recreated version of the Super Soldier Serum.November 3rd: Rogers leads and infiltrates the Austrian HYDRA facility. He frees prisoners at the base and also rescues Barnes. Schmidt, revealed as the Red Skull, sets the facility to self-destruct and escapes with the Tesseract. During the escape, Rogers memorizes a map of HYDRA facility locations and obtains a sample of the power source HYDRA was using.November 4th: Rogers is presumed dead, but soon arrives with most of the soldiers saved from the HYDRA facility after walking 30 miles back to base. He brings together a team eventually known as the Howling Commandos. Barnes serves as the elite unit’s sniper.December: Rogers and the Howling Commandos invade and destroy a HYDRA facility in France.1944—January: Rogers and the Howling Commandos invade and destroy a HYDRA facility in Belgium.1945—February 1st: The Howling Commandos board a HYDRA train in the Swiss Alps and capture Arnim Zola. In the ensuing battle with HYDRA agents, Barnes falls from the train down the icy Danube River and is presumed dead.February 3rd: Zola is interrogated in London, England, by Colonel Phillips.February 4th: Red Skull promises his HYDRA army that his plan to launch the Valkyrie against the U.S. will end in victory. Rogers, mourning the death of Barnes in the ruins of Whip & Fiddle bar, vows to defeat HYDRA and Red Skull.February 5th: Rogers attacks the HYDRA Headquarters alone on his motorcycle which he uses to blow up the doors to the base. He fights his way inside but is captured by HYDRA forces and taken before Red Skull. The Howling Commandos zip-line through the window as Colonel Phillips attacks the main gate. Red Skull retreats to the hangar and Rogers follows. As Red Skull escapes in the Valkyrie, Rogers gains access to the plan and a fight ensues. Red Skull handles the Tesseract, which activates and sends him through a portal to the planet Vormir. There, he is stranded for over 70 years and tasked with guarding the Soul Stone. Rogers, believing Red Skull is dead, crashes the Valkyrie off the coast of Greenland so its bombs never reach American shores.March 4th: The disappearance of Steve Rogers is publicly revealed.March 5th: Newspapers report on Roger’s disappearance.May 8th: The Allied nations celebrate Victory in Europe Day. The Howling Commandos reunite to commemorate Barnes and the sacrifice of Rogers as Captain America. While searching for Rogers in the Atlantic, Stark’s expedition discovers the Tesseract, lying on the floor of the ocean after falling out of the Valkyrie during the crash.May 19th: The U.S. begin Operation Overcast, later renamed Operation Paperclip; an effort fo recruit former Nazi scientists to work for the U.S.August 13th: Zola is released from prison and recruited to form part of the upcoming S.H.I.E.L.D. as part of Operation Paperclip.September 2nd: The Japanese Instrument of Surrender is signed, formally marking the end of WWII.1946—May 9th: Peggy Carter pours the last vial of Steve Roger's blood into the East River from the Brooklyn Bridge.1949—December: Stark recommences plans to start S.H.I.E.L.D., this time with the help of Colonel Phillips. Carter ends her work at the SSR, becoming one of the founders. The agency would officially start in the 50s.1950—Zola and former HYDRA agents track down Barnes who survived the drop and was taken into custody by Soviet soldiers. Since that moment, they had kept Barnes frozen and alive for five years, but missing an arm. Zola takes him into HYDRA custody, wiping his memory and giving him a prosthetic titanium arm. They erase his memory and condition him to obey their commands through frequent electroconvulsive therapy. In between brainwashing sessions, Barnes is kept in suspended animation so as to prevent him from aging, eventually being fully reprogrammed as HYDRA’s personal Super Soldier as Zola begins rebuilding HYDRA from within S.H.I.E.L.D.June 5th: The Korean War begins.July 4th: Nick Fury is born in Huntsville, Alabama.1951—HYDRA deploys the Winter Soldier to aid the Soviet forces during the Korean War. Isaiah Bradley is unwillingly subjected to human testing of the Super Soldier serum. The U.S. military finds Winter continues to kill everyone sent after him, and deploys Bradley to eliminate the threat after he survives the trials. Bradley encounters Winter in a bar in Goyang, South Korea. He destroys half of Winter’s metal arm but they fail to kill each other. Bradley is then imprisoned by the U.S. Armed Forces for three decades after the U.S. government fears ramifications of a black Super Soldier. He is experimented on by them and undercover HYDRA scientists.1952—Reports of hormone therapy for transgender women by Danish endocrinologist Christian Hamburger are discovered. Winter receives estrogen replacement therapy via HYDRA’s strict direction under the sexist impression it will maintain the Soldier’s submission. They grow out their hair, leading agents to mock them for not following military tradition.1953—July 27th: The Korean War ends.1959—April 25th: The Winter Soldier conducts an operation this year, catalogued by the KGB.1963—November 22nd: Orchestrated by HYDRA and the Soviet Union, President John F. Kennedy is assassinated by the Winter Soldier in Dallas, Texas.1970—May 29th: Anthony Edward "Tony" Stark is born.1972—Zola receives a terminal diagnosis and dies shortly after. His consciousness survives in an advanced supercomputer which is kept in a S.H.I.E.L.D. bunker in Camp Lehigh, Wheaton, New Jersey. The Winter Soldier Program is handed over to Colonel Vasily Karpov, a HYDRA operative embedded within the Russian military. Karpov moves Winter to a facility in Siberia complete with a state-of-the-art cryostasis chamber and continues to activate the soldier for high-stakes wetwork, albeit far less frequently in an age of greater surveillance while HYDRA continues to grow in power, orchestrating crises.1978—Baron Helmut Zemo is born in Novigrad, Sokovia to an aristocratic family.1980—Bradley is freed from prison and relocates to Baltimore, Maryland, during which he raises a grandson after his death is faked with the help of a nurse.1984—December 3rd: Natalia Alianovna Romanoff is born in Stalingrad, Soviet Union. She is deemed by the Red Room to possess genetic potential, and is purchased from her birth family. Romanoff's mother is not in agreement and proceeds to search for her, until General Dreykov has her killed to prevent the Red Room Program's existence from being revealed.1990—The HYDRA Preparatory Academy is founded in a decommissioned U.S. Army bunker located in the Appalachian Mountains, where children of HYDRA operatives attend, including: Hale, Wolfgang von Strucker and Jasper Sitwell.June 14th: Hale graduates. She is tasked with infiltrating the U.S. Air Force and told by Daniel Whitehall she has been chosen to be artificially inseminated with a child optimized for particle infusion that will lead HYDRA into the future.May 24th: Alexander Pierce and Nick Fury meet for the first time.1991—December 16th: Karpov defrosts Winter with orders to steal a supply of prototypes for a new Super Soldier serum. Howard and Maria Stark are assassinated in Long Island, New York, on the road to the Pentagon by Winter who acts under HYDRA orders to obtain the new serum. The assassination is orchestrated to look like a car accident.December 25th: With Howard Stark’s Super Soldier serum in hand, HYDRA creates a new generation of Winter Soldiers. Back in Siberia, HYDRA injects five members of their death squad with the serum and Winter is tasked with training them. Only those who can defeat the original Winter Soldier in combat are welcomed into the program while the rest are disposed of unceremoniously. During one of these sessions, a riot ensues and the five are unable to be controlled due to Stark’s imperfect formula making them increasingly erratic. Karpov seeks Winter to intervene, and the five second-generation Super Soldiers are put into cryostasis chambers.Karpov flees to the States and the Cold War ends with the dissolution of the Soviet Union, leaving the facility and Soldiers abandoned after nearly 20 years stationed. Despite this, HYDRA still desires to create more Super Soldiers and expand on the Winter Soldier program. Deeming Stark’s version of the serum as a failure, HYDRA recruits several people to recreate Erskine’s original serum, including Dr. Wilfred Nagel.Brock Rumlow, in his mid twenties, becomes Winter's new handler.Natasha Romanoff is brought up within the Red Room and is granted an undercover assignment for the next three years.1992—Following the failure of the five super soldiers, HYDRA scientists research Danish embryologist Steen Malte Willadsen, who is the first to clone a mammal from embryonic cells using nuclear transfer in 1984, as well as the Soviet scientists Chaylakhyan, Veprencev, Sviridova, and Nikitin for cloning a mouse in 1986. HYDRA attempt cloning the first human: Winter, but fail.1993—Winter is activated and sent to eliminate an oligarch staying at Hotel Inessa in Russia, guarded by various personal bodyguards. Winter executes them all, but is met with a witness of the massacre; RJ Nakajima. They shoot him to cover up any loose ends of the mission despite his innocence. Upon completion, Winter is put back on ice.
(Estimated year based on RJ Nakajima being a young adult at the time of his death.)1994—Under the guise it will reaffirm their appearance, Winter has sex reassignment surgery. HYDRA go to extremes transplanting a uterus for the possibility of Winter birthing enhanced Super Soldiers from scratch. This type of surgery for trans women is first attempted in 1931 for the Danish artist Lili Elbe in Dresden, Germany, but she develops a post-surgical infection and dies from cardiac arrest three months later. Winter is kept under constant surveillance and pulled from missions for the rest of the year to ensure recovery. A new program is then carefully crafted to select prime donors for insemination.1995—General Dreykov orders Soviet agents to go undercover and pose as an American family living in Ohio. They steal brain research in conjunction with the Winter Soldier program. The data is on controlling a subject's free will and was in the possession of the North Institute, a S.H.I.E.L.D. facility secretly under the control of HYDRA. The data is later used for the next wave of Red Room Black Widow operatives. Natasha Romanoff is recruited to the KGB along with her sister, Yelena Belova, both training under the Black Widow Program.May 5th: Alexander Pierce is in the State Department in Bogotá, Colombia, when the ELN guerilla rebels take the embassy. Security gets Pierce out, but the rebels take hostages. Agent Nick Fury, Deputy Chief of the S.H.I.E.L.D. station in Bogotá and having worked a desk job for 6 years, goes to Pierce with a plan to storm the building through the sewers. Pierce declines, insisting they negotiate. Fury ignores the direct order and carries out an unauthorized military operation on foreign soil, rescuing the hostages including Pierce’s daughter. Meanwhile Pierce attempts negotiation, but ELN refuses and puts out a kill order. They storm the basement, but find it empty. Pierce is relieved that Fury defied him, saving his daughter.May 12th: Pierce promotes Fury to director of S.H.I.E.L.D., and their photograph is taken. Pierce then becomes a member of the World Security Council.June 16th: The Protector Initiative, later renamed the Avengers Initiative, is founded by Nick Fury.

1996~1998—Winter gives birth and is mind wiped immediately after. HYDRA raises and trains each child, keeping them estranged from Winter, but few survive. Their last child arrives via cesarean delivery, causing complications and may or may not have left the Asset suitable for future pregnancies. HYDRA treats them with immunosuppressive therapy, and Winter enters a deep depressive state. (Writer's note: number of children to term subject to change.)1999—December: Hale gives birth to Ruby Hale after being artificially inseminated with a genetically altered seed created by Daniel Whitehall.2002—Romanoff completes her training and graduates from the Red Room, which includes a “graduation ceremony” where she must execute an innocent man bound to a chair. She is given an involuntary hysterectomy; having her ovaries and uterus removed, with the Red Room citing the need for sterilization as they believe pregnancy is the one thing that would prevent a Widow from completing their mission. Following her graduation, Romanoff is given the mantle of "Black Widow" and is placed in the KGB by General Dreykov.2008—Romanoff falls on S.H.I.E.L.D's radar, leading Fury to send Clint Barton and eliminate her. Barton spares her and recommends her for recruitment into S.H.I.E.L.D. Romanoff provides Barton with information about the Red Room and their overseer, General Dreykov. She and Barton rig a five-story building in Budapest, Hungary full of bombs to assassinate him. In order to defect to S.H.I.E.L.D., Romanoff orders the bombs to detonate, haunted by the fact that Dreykov's daughter, Antonia, was in the building.Unbeknownst to Romanoff and S.H.I.E.L.D., Dreykov survives the attack with Antonia barely alive. He relocates the Red Room Academy into a high-tech aerial facility in the skies over Russia, where he continues to kidnap more young girls, turning them into Black Widows. In order to maintain the location's secrecy, Dreykov has every one of his Widows sedated upon entry and exit. Melina Vostokoff later develops a mind control system, using the data stolen from the North Institute, so that a Black Widow can never be able to defect again. Dreykov also subjects his daughter to extensive experimental enhancements, turning her into the operative known as Taskmaster.2009—March 9th: In one of her earliest S.H.I.E.L.D. missions, Natasha Romanoff is given the task of protecting a nuclear scientist. She escorts the engineer from Iran to the rendezvous in Odessa, Ukraine successfully. Romanoff and the scientist are then ambushed by Winter, running them off a cliff. Winter shoots Romanoff through her abdomen, aiming for the scientist, and kills him. Winter is again, put back on ice at base.2011—Rogers is found frozen in ice in the Arctic Ocean by S.H.I.E.L.D.2012—S.H.I.E.L.D. director Nick Fury assembles Tony Stark, Steve Rogers, Dr. Bruce Banner, Thor, Natasha Romanoff and Clint Barton as the Avengers to battle Thor's adoptive brother, Loki, who attempts to subjugate humanity by leading a Chitauri invasion in New York City. Following the end of the Battle of New York, several STRIKE teams led by Rumlow and Sitwell are sent to the Stark Tower to contain the Tesseract for research under Baron Strucker and Dr. List on enhanced people.2014—Karpov retires and The Winter Soldier Program falls to World Security Council Secretary Alexander Pierce. He activates Winter to take out S.H.I.E.L.D. Director Nick Fury. While they are unsuccessful, HYDRA begins to emerge from the shadows to take over S.H.I.E.L.D. Winter makes a second attempt at Fury's life, where Rogers becomes aware of the Soldier's existence. Winter and Rogers eventually cross paths again in Washington D.C. During their fight, Rogers manages to take off Winter's mask, revealing his childhood friend, long presumed dead. Pierce orders Winter's mind wiped again after they question their relationship with Rogers.Later, Rogers attempts to prevent HYDRA from using S.H.I.E.L.D.'s helicarriers and enacting Project Insight. Romanoff poses as one of the members of the World Security Council, gaining access to S.H.I.E.L.D.'s headquarters and releasing all of S.H.I.E.L.D. and HYDRA's private information online. Fury shoots and kills Pierce, escaping with Romanoff in a helicopter to rescue Sam Wilson as the Triskelion is destroyed; crushing Rumlow beneath it.On the helicarrier, a newly wiped Winter faces Rogers, who tries getting through to who they were before HYDRA. Rogers falls into the river below after the destruction of the helicarrier, and Winter/Barnes saves him before going off on their own.Romanoff hands Rogers a file on Winter before going off the radar, and he and Wilson begin searching for them.Winter/Barnes returns to the Ideal Federal Savings Bank where they had been routinely brainwashed, but decides not to kill the HYDRA scientists. They then visit the Captain America exhibit at the Smithsonian, confirming the validity of their returning memories.2016—Rumlow, alive and now known as Crossbones, assembles a group of mercenaries to organize the theft of a biological agent at an Institute for Infectious Diseases laboratory in Lagos, Nigeria. He intends on selling it to either the Ten Rings or HYDRA, setting up an ambush knowing he has won the Avengers' attention. Romanoff, Rogers, Wilson and newly recruited Wanda Maximoff chase after him and his mercenaries for the biological weapon. Wilson's Redwing safely retrieves it while Rumlow and Rogers fight publicly. Rumlow attempts a catastrophic suicide bombing that Maximoff fails to contain, incidentally killing several civilians and Wakandan relief workers. The chaos is deemed a public relations disaster. Combined with divided opinions on the Avengers after the Battle of Sokovia, Secretary of State Thadeus Ross oversees the Sokovia Accords supported by King T'Chaka and various other world leaders in hopes of preventing any future conflicts. The Avengers are split in conflict when presented with signing the Accords.On the run for the past two years, Barnes is found hiding in seclusion in Romania. They're framed for a bombing in Vienna during the signing of the Sokovia Accords, which kills several including King T'Chaka of Wakanda; the father of the Black Panther, Prince T'Challa. Despite the worldwide manhunt for the Winter Soldier, Rogers finds Barnes first, who eventually confirms recalling their relationship. Rogers grows determined to protect Barnes and clear their name, but ignites a civil war within the Avengers, and a vengeful T'Challa.Captured by the Joint Counter Terrorist Centre Building in Berlin, Everett K. Ross keeps Barnes in custody while Baron Helmut Zemo questions Barnes' mental state under the guise of psychiatrist Theo Broussard. Zemo starts a blackout, using the Winter Soldier handbook to utter the secret trigger words for controlling the Winter Soldier. Winter reports on the mission of December 16th, 1991 and the location of the HYDRA site in Siberia, which harbors five super soldiers in cryosleep. Secretary Ross captures a majority of the Avengers team he considers fugitives for not signing the Accords, and takes them to the Raft. He threatens Stark's arrest if he does not find Rogers and Barnes, also accusing Romanoff of assisting their escape as she goes on the run.Back in Siberia, Zemo murders the five super soldiers, revealing his goal to break the Avengers apart as revenge for the loss of his family in Sokovia during Ultron's attack in 2015. He reveals he orchestrated the bombing in Vienna and the framing of Barnes. Zemo shows Stark footage of Barnes murdering his parents, realizing Rogers knew and chose not to tell him. Enraged, Stark becomes determined to kill Barnes while Rogers defends them. Rogers and Barnes incapacitate Stark, but Barnes loses their metal arm in the resulting battle. T'Challa witnesses the entire event, learning of Zemo's true plot. He prevents Zemo from committing suicide and apprehends him, offering Barnes asylum in Wakanda. T'Challa promises before Rogers to keep Barnes safe using his nation's resources and science to remove all HYDRA programming left in their head. Everett Ross takes Zemo into custody in Berlin, Germany.Romanoff flees to Norway and is ambushed by Taskmaster. She escapes, finding vials of Red Dust along with a photo of her sister Yelena Belova. She finds her in her safehouse in Budapest, and learns the Red Room is still active, with the Red Dust used to control the minds of Black Widows. This incarnation of the Red Room is eventually destroyed along with Dreykov for good by ex-Widows Romanoff, Belova, and Vostokoff, as well as Dreykov's former partner, Alexei Shostakov, finally granting the remaining Widows and Taskmaster freedom. Romanoff informs Belova there are still a massive amount of Widows around the world being controlled, and suggests she free them once Vostokoff duplicates the Red Dust. Romanoff then flies off in the Quinjet, joining Rogers in breaking Clint Barton, Sam Wilson, Wanda Maximoff, and Scott Lang from the Raft. Romanoff stays with Rogers and Wilson, while Barton and Lang go into house arrest, and Maximoff is dropped off in Scotland at her request to be with the Vision.2018—Barnes officially starts going by Jamie and they/them pronouns. Barnes' rehabilitation is managed by T'Challa's sister, Shuri, and Ayo of the Dora Milaje. With their programming removed, Barnes is allowed to move freely about Wakanda, living in a nearby village and being referred to as "The White Wolf". Shuri and T'Challa learn Earth is under attack by Thanos and The Black Order, offering Barnes a new vibranium arm to replace the one Stark destroyed to join the fight. Thanos recovers all Infinity Stones for his gauntlet, and erases half of all life in the universe, including: Barnes, King T'Challa, Groot, Wanda Maximoff, Sam Wilson, Mantis, Drax, Peter Quill, Stephen Strange, Peter Parker, Maria Hill, Nicholas Fury, Shuri, Jane Foster, Dr. Selvig, Isaiah Sorenson, Sif, Monica Rambeau, Dr. Nagel, Yelena Belova, Hope & Janet Van Dyne, Hank Pym, and the Barton family save for Clint Barton.2023—The surviving Avengers gain the Infinity Stones using time travel. They revive half of the population, Barnes included, and allies join in the final fight for Earth against Thanos' army. Stark sacrifices himself to erase Thanos with the gauntlet. In the aftermath, Barnes witnesses Rogers give his shield to Sam, passing on the mantle of Captain America.

2024—Six months later, life resumes from the Blip. Sam Wilson stops Georges Batroc and the terrorist group LAF, who hijack a plane and take a hostage over Tunisia, with support from U.S. Air Force first lieutenant Joaquin Torres. Wilson struggles with the complexity of carrying the mantle of Captain America and donates the shield to the Smithsonian, prompting John Walker being chosen as the new Captain America by the U.S. government.Barnes receives a conditional pardon from the U.S. government, forgiving them of their past actions as the Winter Soldier on the condition they attend mandatory therapy sessions. Barnes agrees, attempting to atone for their sins. They reluctantly discuss attempts at making amends for their time as a brainwashed assassin with Dr. Raynor. Barnes later has lunch at restaurant Izzy's with an elderly man named Yori Nakajima, who convinces them to go on a date with a waitress named Leah. Both Nakajima and Leah discuss how his son RJ was killed with no explanation. Barnes recalls killing RJ as Winter, but is unable to reveal this to Nakajima.Later that night, Barnes returns to the restaurant with flowers for their date with Leah. During the date, Leah brings up Nakajima's deceased son: at this, Barnes suddenly excuses themself and leaves.Torres investigates another terrorist group, the Flag Smashers, who believe life was better during the Blip. Torres witnesses them rob a bank in Switzerland, confronts them, and becomes injured. He later informs Wilson, who is trying to help his reluctant sister Sarah with the family fishing business in Delacroix, Louisiana.Barnes learns of the newly appointment Captain America on TV. Angered, they meet with Wilson in person and clash in viewpoints. They end up facing the new threat of the Flag Smashers lead by Karli Morgenthau together in Munich, Germany, reluctantly aided by John Walker's Captain America and his partner Lemar Hoskins' Battlestar. The Flag Mashers easily escape with their serum enhanced abilities, and Walker proposes Barnes, Wilson, Hoskins and himself work together. They refuse, and Barnes fails appearing to their mandated court therapy session, being taken into custody in Baltimore, Maryland. Walker arranges with the Baltimore Police Station for Barnes to be freed, again insisting they work together. Wilson and Barnes again decline.Barnes takes Wilson to meet with Isaiah Bradley in hopes he could help determine how the Super Soldier Serum could be recreated, but are refused. Barnes resorts to seeking Zemo for help without consulting Wilson, and orchestrates a prison riot to help him escape the Berlin Correctional Facility in exchange for assistance. The three go undercover and visit Madriopoor, Indonesia; a criminal sanctuary city-island run by the mysterious Power Broker. Zemo asks Barnes to act as the Winter Soldier while Wilson poses as a gangster who frequents Madripoor in order to meet with high-ranking criminal Selby. She reveals that the Power Broker hired former HYDRA scientist Dr. Wilfred Nagel to recreate the Super Soldier Serum. Selby is killed when Wilson's identity is exposed, and every bounty hunter in Madripoor targets Wilson, Barnes, and Zemo. Former S.H.I.E.L.D./CIA agent Sharon Carter, who has been living as a fugitive on the island, saves the trio and directs them to Nagel's lab. They learn from Nagle that he recreated twenty doses of an advanced version of the same serum that turned Steve Rogers into Captain America, and that the Flag Smashers stole the serum samples, betraying the Power Broker. While under attack from bounty hunters, the lab is destroyed and Zemo kills Nagel before finding a getaway vehicle. Carter stays behind and Wilson promises to get her pardoned.The Flag Smashers raid and bomb a Global Repatriation Council storage facility in Lithuania while Zemo, Barnes, and Wilson search for them in Latvia. They retreat to a safe house of Zemo's, and Ayo of the Dora Milaje soon confronts Barnes. Ayo gives Barnes eight hours to hand Zemo over. In the ensuing eight hours, Walker and Hoskins end up joining Barnes, Wilson, and Zemo to face the Flag Smashers. Zemo crushes the serum samples, save for one that Walker secretly takes for himself. The Dora Milaje arrive to take Zemo, but he escapes. The Flag Mashers accidentally murder Hoskins, prompting an enhanced Walker to murder one of them in front of horrified bystanders, who film his actions. Barnes and Wilson confront Walker, defeat him, and Wilson reclaims the shield Rogers intended for him to have despite Walker destroying Wilson's wingsuit.Barnes later confronts Zemo at the Sokovian memorial and spares killing him, turning him over to the Wakandans. They advise Barnes keep away from Wakanda for now. Walker receives an other than honorable discharge and is stripped of his title as Captain America. Afterward, Walker is approached by Contessa Valentina Allegra de Fontaine. Wilson leaves the damaged wingsuit with Torres and visits Bradley.Barnes reunites with Wilson in New Orleans and helps fix the family boat with assistance from several locals. Barnes delivers a briefcase from the Wakandans to Wilson. They train with the shield and agree to move on from their pasts and work together. The Flag Smashers plan an attack on a GRC conference in New York City and are joined by Batroc, whom Carter secretly hires. Walker builds a new shield from scrap metal and his war medals.Wearing a new Captain America uniform and flight suit from the Wakandans, Wilson flies to New York to stop the Flag Smashers' attack with the help of Barnes, Carter, and Walker. Carter accidentally reveals that she is the Power Broker to Batroc and kills him while Wilson attempts to reason with Morgenthau before Carter kills her as well. Wilson convinces the GRC to postpone the forced relocation of displaced people that Morgenthau died fighting for and instead make efforts to help them. The remaining serum-enhanced Flag Smashers are caught by Barnes and Walker and sent to the Raft, but are killed by Zemo's butler, Oeznik, en route.De Fontaine gives Walker a new uniform and codename: U.S. Agent. Wilson has a memorial dedicated to Bradley added to the Captain America museum exhibit. Barnes makes amends with their friend, Yori Nakajima, telling him that they killed his son while they were the Winter Soldier and crosses off every other name on their list of people who needed closure from them. Leaving New York for Louisiana, Barnes then joins Wilson and his friends and family for a celebratory cookout.
